Commission to Consider Appellate Court Appointment

SAN FRANCISCO—The Commission on Judicial Appointments will hold a public hearing on Oct. 11 at 10 a.m. to consider Governor Gavin Newsom's appointment of Judge Thomas Delaney as Associate Justice of the Fourth District Court of Appeal, Division Three (Santa Ana). The hearing will take place in the Supreme Court Courtroom, 350 McAllister Street, 4th Floor, in San Francisco. It will be webcast live on the California Courts Newsroom. The Commission members are: • Chief Justice Tani G. Cantil-Sakauye (Chair) • Attorney General Rob Bonta • Presiding Justice Manuel A. Ramirez Seating in the courtroom will be limited. Any mask requirements that may be specified by state and local health directives in effect at the time of the hearing will be enforced. The state Constitution specifies that a gubernatorial nomination or appointment to the Supreme Court or a Court of Appeal is “effective when confirmed by the Commission on Judicial Appointments.” The commission consists of the chief justice of California, the attorney general of California, and the presiding justice of the Court of Appeal of the affected district or, if there are two or more presiding justices, the one who has presided longest or, for a nomination or appointment to the Supreme Court, the presiding justice who has presided the longest on any Court of Appeal. Appointee Biography Judge Thomas Delaney would fill the vacancy created by the retirement of Justice David Thompson. He has served as an Orange County Superior Court judge since 2014. Judge Delaney was a partner at Sedgwick LLP from 2002 to 2014. He was an associate at Sedgwick Detert Moran and Arnold LLP from 1995 to 2001 and at Bodkin McCarthy Sargent and Smith from 1992 to 1995. Judge Delaney earned a Juris Doctor degree from Loyola Law School. Commission Confirms Appointment to Court of Appeal
Public documents are available here. Chief Justice Tani G. Cantil-Sakauye, chair of the Commission on Judicial Appointments, announced that the commission today confirmed the nomination of Jeremy M. Goldman to the First District Court of Appeal, Division Four (San Francisco). The nominees were confirmed by unanimous vote of the three-member commission, which included: Chief Justice Tani G. Cantil-Sakauye (Chair); Attorney General Rob Bonta; and Administrative Presiding Justice Jim Humes. California Supreme Court Justice Leondra Kruger, who attended law school with Justice Goldman, administered the oath of office. Appointee Biography Jeremy M. Goldman fills the vacancy created by the elevation of Justice Alison Tucher to presiding justice of the First District Court of Appeal, Division Three. He is currently co-chief of appellate litigation at the San Francisco City Attorney’s Office, where he has also worked as deputy city attorney since 2014. Goldman was previously a partner at Boies, Schiller & Flexner LLP from 2009 to 2014, and an associate there from 2002 to 2008. He served as a law clerk to Judge Rosemary Barkett on the U.S. Court of Appeals for the Eleventh Circuit from 2001 to 2002. Goldman earned a Juris Doctor degree from Yale Law School.

Commission Confirms Appointments to Courts of Appeal

Cantil-Sakauye, chair of the Commission on Judicial Appointments, announced that the commission today confirmed two nominations to the California Courts of Appeal in Sacramento and Ventura. The nominees were confirmed by unanimous vote of the three-member commission, which includes Chief Justice Tani G. Cantil-Sakauye (Chair); Attorney General Rob Bonta; and either Acting Presiding Justice Ronald Robie (for the Third District hearing) or Presiding Justice Arthur Gilbert (for the Second District hearing). She has served as a judge at the Sacramento County Superior Court since 2007 and was presiding judge of the Juvenile Court there from 2010 to 2018. Judge Boulware Eurie served in several roles at the California Department of Justice, Office of the Attorney General from 2000 to 2007, including senior assistant attorney general and deputy attorney general. She was an associate at Rothschild, Wishek & Sands LLP from 1996 to 2000. Judge Boulware Eurie earned a Juris Doctor degree from the University of California, Davis School of Law. Judge Hernaldo J. Baltodano fills the vacancy created by the retirement of Justice Martin J. Tangeman. He has served as a San Luis Obispo County Superior Court judge since 2017, where he was the supervising criminal judge from December 2020 to September 2021. Judge Baltodano was a founding partner and senior litigation partner at Baltodano & Baltodano LLP from 2011 to 2017. He worked as senior associate at Sanchez & Amador LLP (2010 to 2011), Anderson McPharlin & Conners LLP (2010), and Robins Kaplan LLP (2006 to 2009). He worked as an associate at SR Holguin PC (2005 to 2006), Employee Law Group (2004 to 2005), and Hadsell Stormer Renick & Dai LLP (2003 to 2004). Appointee Summary Biography Justice Guerrero would replace Associate Justice Mariano-Florentino Cuéllar, who left the bench effective October 31, 2021. Justice Guerrero has served as an associate justice at the Fourth District Court of Appeal, Division One since 2017. A native of the Imperial Valley raised by immigrant parents from Mexico, Justice Guerrero began working in a grocery store at the age of 16 and graduated as co-valedictorian in high school. She continued working to help pay for her education while attending the University of California, Berkeley and Stanford Law School, where she earned a Juris Doctor degree. Justice Guerrero was active in the Latino Law Students Association and helped fellow students at the recruitment and retention center. Prior to her appointment to the Fourth District Court of Appeal, Justice Guerrero served as a judge at the San Diego County Superior Court from 2013 to 2017 and was supervising judge for the Family Law Division at the court in 2017. Justice Guerrero was hired as an associate at Latham & Watkins and became a partner in 2006. She served as an assistant U.S. attorney at the U.S. Attorney’s Office, Southern District of California from 2002 to 2003. Justice Guerrero has contributed many hours of pro bono work, including as a member of the Advisory Board of the Immigration Justice Project, to promote due process and access to justice at all levels of the immigration and appellate court system. She has assisted clients on a pro bono basis in immigration matters, including asylum applications and protecting vulnerable families by litigating compliance with fair housing laws. California Chief Justice Tani G. Cantil-Sakauye named her to the Blue Ribbon Commission on the Future of the California Bar Exam, and Justice Guerrero has been active in the Chief’s “Judges in the Classroom” civics program. The hearings were held virtually for only the second time in the commission's history. Commission Confirms Appointment to Court of Appeal
Chief Justice Tani G. Cantil-Sakauye, chair of the Commission on Judicial Appointments, announced the commission today unanimously confirmed Judge Truc T. Do as Associate Justice of the Court of Appeal, Fourth Appellate District, Division One (San Diego). Justice Do is the first Asian American woman justice to serve on the Fourth District Court of Appeal. The commission held the hearing virtually for the first time in its history. Chief Justice Cantil-Sakauye issues the oath of office virtually to Justice Truc T. Do. Appointee Summary Biography Justice Truc T. Do was also the first Vietnamese American judge on the San Diego County Superior Court when she was appointed by Governor Edmund G. Brown Jr. in 2018. Before joining the bench, she was a partner at Jones Day (2014-2018) and at Munger, Tolles and Olson (2009-2014). She served as a deputy district attorney in the Los Angeles County District Attorney’s Office (1999-2009) and was an associate at Sheppard, Mullin, Richter & Hampton (1997-1999). She earned a law degree from Stanford Law School. Justice Do fills the vacancy created by the retirement of Justice Gilbert Nares.
