    The lawsuit was against a city and city employees for a former police dog’s attack that killed one person and severely injured another. A jury awarded almost $20,000,000 to the plaintiffs. The Court of Appeal reversed, the Supreme Court granted review and remanded for reconsideration, the Court of Appeal reversed again, and the Supreme Court then straight granted.

Carter's far-reaching order to evict leaseholders from the West LA VA campus and prioritize veterans housing. While the court acknowledged the VA's failings, judges warned the scope of Carter's injunction may have overstepped judicial bounds.
