• Bill Would Allow Litigants to Disqualify State Appeals Court Justices on Remand

    (Subscription required) Assembly Bill 2125, which originally dealt with the state Air Resources Board until amendments were introduced last month, would apply to justices who wrote reversed opinions as well as colleagues who concurred with them. It would also allow litigants to disqualify, or “paper,” judges on trial courts’ appeals panels.
