    (Subscription required) A unanimous three-justice panel of the Second District Court of Appeal concluded Thursday that California has a legitimate interest in ensuring those who offer legal advice or "examine the law" maintain active licenses, even if they are no longer working as attorneys. Active licensees pay higher annual bar fees than their inactive peers, and they're required to take continuing legal education coursework.
