Congress may stop California from implementing its first-in-the nation rule banning the sale of new gas powered cars by 2035. A Senate vote expected as soon as this week could end the nation’s most aggressive effort to transition toward electric vehicles as President Donald Trump’s administration doubles down on fossil fuels.

At issue are the three California rules — phasing out gas-powered cars, cutting tailpipe emissions from medium- and heavy-duty vehicles and curbing smog-forming nitrogen oxide pollution from trucks.

Both Democrat and Republican lawmakers representing the Delta say Newsom is trying to upend existing water rights and land acquisition laws, while the governor says “we’re done with barriers.”
