Judge shortages back up dependency courts

(Subscription required) After desperate pleas from court-appointed attorneys for children in dependency, Gov. Jerry Brown increased their annual budget by $22 million — enough to make a dent in crushing caseloads, but $66.2 million less than the Judicial Council has calculated that they need to operate.
