Court allows leeway in College of San Mateo’s plan to pave garden

The state Supreme Court, weighing the fate of a 53-year-old garden at the College of San Mateo that school officials want to turn into a parking lot, told lower courts Monday to grant some leeway to agencies like the college district when they decide a proposed project won’t harm the environment.
