Report says Prop. 47 has eased overcrowding early release issues

(Subscription required) A report from the Public Policy Institute of California found Prop. 47 has reduced the practice of "capacity releases" forced by overcrowding, allowing counties to keep more serious offenders behind bars, though some sheriff's departments weren't prepared to endorse all of the nonprofit think tank's findings.
