California split: Sponsor of measure to carve up state argues to let voters decide

A plan to split California into three states should remain on the November ballot because it wouldn’t “revise” the state Constitution — something the voters can’t do on their own — but instead would replace it with three new constitutions, the measure’s sponsor has told the state Supreme Court.
