            Justice Patricia Bamattre-Manoukian (Ret.) received the 2025 American Inns of Court Professionalism award for the Ninth Circuit, recognizing her decades of service to the judicial branch and legal profession. She received the honor at the Ninth Circuit Judicial Conference held in last month in Monterey.

Justice Bamattre-Manoukian served as an associate justice on California&#039;s Sixth District Court of Appeal until her retirement on April 30, marking more than 41 years of service as a judicial officer. 

During her career, she served as a member of the Judicial Council of California from 1990-1993 as well as chair of the council&#039;s Appellate Court Security Committee (1993-2025) and vice chair of the council&#039;s Court Security Advisory Committee (2014-2025). She also worked on the California Appellate Court Legacy Project from 2012-2025, and received the council&#039;s Jurist of the Year award in 2005.

The American Inns of Court Professionalism Award recognizes a lawyer or judge whose life and practice display sterling character and unquestioned integrity, coupled with ongoing dedication to the highest standards of the legal profession and the rule of law. 

&quot;The justices of the Sixth District Court of Appeal join the National Inns of Court in celebrating this recognition of our now retired colleague,&quot; said Mary J. Greenwood, Administrative Presiding Justice.

Governor George Deukmejian appointed Justice Bamattre-Manoukian to the Sixth District Court of Appeal in 1989, becoming the first woman to serve on that court. Her judicial career also includes service at the Santa Clara Superior Court, the Santa Clara Municipal Court, and the Orange Municipal Court.

Before being elevated to the bench, she served as a deputy district attorney in the Orange County District Attorney’s Office, becoming one of the first women in the office to prosecute homicides.

            Chief Justice Patricia Guerrero, chair of the Commission on Judicial Appointments, announced that the commission today unanimously confirmed Daniel Bromberg as an associate justice of the Sixth District Court of Appeal in San Jose.

The nominees were confirmed by unanimous vote of the three-member commission, which includes Chief Justice Guerrero (Chair); Attorney General Rob Bonta; and Administrative Presiding Justice Mary J. Greenwood.

Bromberg will be sworn in by Administrative Presiding Justice Greenwood next week.

Appointee Biography

Daniel Bromberg has been a partner at Pillsbury Winthrop Shaw Pittman LLP since 2021. He served as a deputy legal affairs secretary in the Office of Governor Gavin Newsom from 2019 to 2021. Bromberg was a partner at Quinn Emanuel Urquhart &amp;amp; Sullivan LLC from 2005 to 2019 and was a partner and associate at Jones Day from 1994 to 2005. He was an associate at Cahill, Gordon &amp;amp; Reindel LLP from 1992 to 1994. He served as a law clerk for Judge Raymond Randolph at the U.S. Court of Appeals, D.C. Circuit from 1991 to 1992 and for Judge Louis F. Oberdorfer at the U.S. District Court for the District of Columbia from 1990 to 1991. Bromberg earned a Juris Doctor degree from Harvard Law School.

SAN FRANCISCO—The Commission on Judicial Appointments will hold a public hearing on Jan. 13 starting at 11 a.m. in the Supreme Court Courtroom—350 McAllister Street in San Francisco—to consider the appointment of Daniel Bromberg to the Sixth District Court of Appeal in San Jose.

Bromberg would fill the vacancy created by the retirement of Justice Franklin D. Elia.

Seating in the courtroom will be limited—with some overflow seating also available in the auditorium—and any mask requirements will be enforced as may be required by state and local health directives in effect at the time of the hearing. The hearing will be webcast live on the California Courts Newsroom.

The state Constitution specifies that a gubernatorial appointment to the Supreme Court is effective when confirmed by the Commission on Judicial Appointments.

The commission members who will consider the appointment are California Chief Justice-elect
Patricia Guerrero (Chair), California Attorney General Rob Bonta, and Administrative Presiding Justice Mary J. Greenwood.

Appointee Biographies

Justice Alison M. Tucher would fill the vacancy created by the retirement of Justice Peter J. Siggins. She has served as an associate justice of the First District Court of Appeal, Division Four since 2018. Justice Tucher served as an Alameda County Superior Court judge from 2014 to 2018. She was a partner at Morrison and Foerster from 2004 to 2014 and a litigation associate there from 1998 to 2003. She served as a deputy district attorney at the Santa Clara County District Attorney’s Office from 1995 to 1998 and was assistant director of the U.S. Department of the Treasury’s White House Security Review Team from 1994 to 1995. Justice Tucher served as a law clerk for U.S. Supreme Court Justice David H. Souter and Judge William A. Norris at the U.S. Court of Appeals, Ninth Circuit. She earned a Juris Doctor degree from Stanford Law School and a Master of Arts degree in engineering from the University of Cambridge.

Justice Teri L. Jackson would fill the vacancy created by the retirement of Justice Barbara J. R. Jones. She has served as an associate justice of the First District Court of Appeal, Division Three since 2019. Justice Jackson served as a San Francisco County Superior Court judge from 2002 to 2019. She was of counsel at Orrick, Herrington &amp;amp; Sutcliffe LLP from 1997 to 2002 and served as an assistant district attorney in the San Francisco District Attorney’s Office from 1984 to 1997. She served as a deputy district attorney in the San Mateo County District Attorney’s Office from 1981 to 1984. Justice Jackson was an adjunct professor at the University of California, Hastings College of the Law from 2006 to 2019 and at the University of San Francisco School of Law from 2004 to 2019. She earned a Juris Doctor degree from the Georgetown University Law Center. 

Judge Cynthia C. Lie would fill the vacancy created by the retirement of Justice Nathan D. Mihara. She has served as a Santa Clara County Superior Court judge since 2015. Judge Lie served as an assistant federal public defender at the San Jose Branch of the Office of the Federal Public Defender, Northern District of California from 2003 to 2014. She served as a staff attorney at the City and County of San Francisco Office of Citizen Complaints from 2002 to 2003 and was a Sole Practitioner from 2001 to 2003. Judge Lie was a litigation associate at Sheppard, Mullin, Richter and Hampton LLP in 2000 and served as a deputy public defender at the San Diego County Public Defender’s Office from 1995 to 2000. She earned a Juris Doctor degree from the University of California, Berkeley School of Law. 

Judge Charles E. Wilson II would fill the vacancy created by the retirement of Justice Eugene M. Premo. He has served as a Santa Clara County Superior Court judge since 2014. Judge Wilson served as a deputy district attorney at the Alameda County District Attorney’s Office from 2007 to 2014. He was an associate at Gordon and Rees LLP from 2003 to 2007 and at Phillips, Spallas and Angstadt in 2003. Judge Wilson earned Juris Doctor and Master of Business Administration degrees from the University of San Francisco.
