Loyola Law School report concludes Prop. 66 will invite litigation

(Subscription required) Prop. 66's proposed shifts to the current system of death penalty appeals, which includes an expedited time frame for appeals and habeas proceedings, are unworkable, the report concludes, and will result in increased caseloads that in turn create increased costs.
